As the U.S. and Philippine militaries launch annual large-scale joint military exercises, Zhang Youxia, vice chairman of the Central Military Commission of the Communist Party of China, said on Monday (April 22): "The ocean should not be an arena for countries to show off their force and pursue gunboat diplomacy."
