PH, China in talks for 'roadmap' to manage SCS tensions - envoy

The Philippines and China have reached a "preliminary consensus" for the creation of a roadmap that would help manage tensions in the South China Sea, Chinese Ambassador Jing Quan disclosed Tuesday night.
